The Crochet Starbean Stitch combines stitches that separate the lattice itself and is designed for intentional, easy repetition.
It was harder to get the sizing up front, as it's difficult to know how far a Caron Anniversary Cakes will take a crochet throw project. In the end, I would have eliminated 2 repeats going across to make it less wide so it could be longer. Of course, if you prefer it wider, you can opt for that, but know you will need a second ball if you want the length to be longer than the width. The pattern has been adjusted so the length is longer than the width.
If you prefer to use regular-weight yarn, the stitch multiple of 17 chains + 1 will keep you in line so you can make the auto adjustments. I can see this being awesome in Red Heart Super Saver Bitty Stripes as well.

The Difference Between Scarf and Cowl
The difference in this version is that the lattice work continues to build across. Unlike the scarf, you have only two lattices nestled between the edges. The stitch multiple has to be established.

Instructions
Note: Ch-2 at the beginning of a row doesn’t count as a stitch.
With A, ch 103 OR a multiple of 17 chs + 1.
1st row: RS. 1 dc in 3rd ch from hook. 1 dc in each ch across. Turn.
2nd row: Ch 2. Bean st in first st. 1 dc in next 6 dc. Ch 2. Sk next 2 dc. 1 dc in next 6 dc. *Ch 1, sk next st, bean st in next st, ch 1, sk next st. 1 dc in next 6 dc. Ch 2. Sk next 2 dc. 1 dc in next 6 dc. Rep from * across. 1 dc in last st. Turn.
3rd row: Ch 2. Bean st in first st. 1 dc in next 4 dc. Ch 4. Sk next 2 dc. 1 sc in next ch-2 sp. Ch 4, sk next 2 dc. 1 dc in next 4 dc. *Ch 1, sk next ch-1 sp, bean st in next bean st, ch 1, sk next ch-1 sp. 1 dc in next 4 dc. Ch 4. Sk next 2 dc. 1 sc in next ch-2 sp. Ch 4, sk next 2 dc. 1 dc in next 4 dc. Rep from * across. 1 dc in last st. Turn.
4th row: Ch 2. Bean st in first st. 1 dc in next 2 dc. Ch 4. Sk next 2 dc. 1 sc in next ch-4 sp. Ch 5, 1 sc in next ch-4 sp. Ch 4. Sk next 2 dc. 1 dc in next 2 dc. *Ch 1. Sk next ch-1 sp. Bean st in next bean st. Ch 1. Sk next ch-1 sp. 1 dc in next 2 dc. Ch 4. Sk next 2 dc. 1 sc in next ch-4 sp. Ch 5. 1 sc in next ch-4 sp. Ch 4. Sk next 2 dc. 1 dc in next 2 dc. Rep from * across. 1 dc in last st. Turn.
5th row: Ch 2. Bean st in first st. 1 dc in next 2 dc. 2 dc in next ch-4 sp. Ch 4, 1 sc in next ch-5 sp. Ch 4. 2 dc in next ch-4 sp. 1 dc in next 2 dc. *Ch 1, sk next ch-1 sp, bean st in next bean st, ch 1, sk next ch-1 sp. 1 dc in next 2 dc. 2 dc in next ch-4 sp. Ch 4, 1 sc in next ch-5 sp. Ch 4. 2 dc in next ch-4 sp. 1 dc in next 2 dc. Rep from * across. 1 dc in last st. Turn.
6th row: Ch 2. Bean st in first st. 1 dc in next 4 dc. 2 dc in next ch-4 sp. Ch 2. 2 dc in next ch-4 sp. 1 dc in next 4 dc. *Ch 1. Sk next ch-1 sp. Bean st in next bean st. Ch 1. Sk next ch-1 sp. 1 dc in next 4 dc. 2 dc in next ch-4 sp. Ch 2. 2 dc in next ch-4 sp. 1 dc in next 4 dc. Rep from * across. 1 dc in last st. Turn.
Rep 3rd to 6th rows until desired length. You will need to leave enough yarn on the ball to finish the last row for balance.
OPTIONAL: If you want to use as much yarn as possible. The last row can be at any time without an issue. Just has to be double crochet across, filling in each st and ch-1 sps with 1 dc. For the ch-4 or ch-5 spaces, place only 2 dc in each space.
Last row: Ch 2. 1 dc in first bean st, 1 dc in next 6 dc. 2 dc in next ch-2 sp. 1 dc in next 6 dc. *1 dc in next ch-1 sp, 1 dc in next bean st, 1 dc in next ch-1 sp. 1 dc in next 6 dc. 2 dc in next ch-2 sp, 1 dc in next 6 dc. Rep from * across. 1 dc in last st. Fasten off.
