The movie Hot Frosty is a hot romance comedy featuring a snowman. I've included a little movie trailer below to get you up to speed. The magical scarf is knit and called the Seeded Knit Stitch. See free pattern below.
The scarf worn by the snowman, aka Jack that brings him to life is a knit scarf, and the stitch combination is a regular stitch item in many crochet stitch guides. It's called the Seeded Knit Stitch Scarf.
The seeded knit stitch combines stitches that even beginners can master fairly quickly. You're good to go if you know the knit stitch, purl stitch and how to do slip stitch knitwise.
I determined that three balls of Caron Tea Cakes, being chunky like the movie version, is a decent yarn to play with. The yarn changes colours on its own.

Knitting Needle Size: 8 mm / US 11
Size: 6” x 52" for one ball only. Two balls would be approximately 104" long maximum.

TIP: I would highly recommend using a stitch marker to indicate the right side of the work in case you forget which side is which.
Stitch multiple is 4 sts + 3.
Cast on 23 sts.
1st row: RIGHT SIDE *K3, p1. Rep from * until 3 sts left. K3. Turn.
2nd row: WRONG SIDE Sl1k, p1. *K3, p1. Rep from * until 1 st left. K1. Turn.
3rd row: Sl1k, K2, p1. *K3, p1. Rep from * until 3 sts left. K3. Turn.
4th row: Sl1k, p1. *K3, p1. Rep from * until 1 st left. K1. Turn.
Rep 3rd and 4th rows until satisfied with length.
Cast off after a 4th row is complete.
Cast off using the same stitches as 3rd row: Sl1k, K2, p1. *K3, p1. Rep from * until 3 sts left. K3. Weave in ends.
