The Crochet Ruffled Shawl is not what it seems. From the top down, there are is two layers near the bottom of the shawl. This is using Caron Cinnamon Roll.
Most of the shawl is easygoing until you get to the bottom. The bottom has the ruffles added, but then the pattern asks you to add another layer by going a few rows up from the bottom. It's pretty straightforward.

This reminds me of the Crochet Study of Texture Blanket Border. While the study of texture has basketweave near the end, the raised stitches remind me of the shawl.

I have seen a similar Ruffled Shawl worn by women is at least two old black and white British films. It is lovely.
